Padrón without a fixed address: which route fits your situation?

Start with the real fact: where do you normally sleep? A missing rental contract, an unconventional home and having no address at all are three different padrón situations.

Which padrón route applies when you lack a contract or fixed address?

  1. You live at a real address but do not have a rental contract

    Use the ordinary padrón route for the address where you actually live. A lease or title is evidence of occupancy, not the only possible proof and not a decision about ownership or tenancy rights. The council may accept other documents or verify residence through its own checks.

    If other people are already registered there, the national instructions normally require written authorisation from an adult registered at the address who can show a right to occupy it.

  2. You live in informal or unconventional accommodation

    A cabin, caravan, cave or other substandard home can still be the real padrón address. The national test is practical: whether you live there and whether an official communication could reasonably reach you.

    Start with your municipality's ordinary padrón procedure and follow any verification route it gives you; do not replace the real place with a borrowed address.

  3. You genuinely have no usable address

    Ask the council for its empadronamiento sin domicilio fijo or social-services route. Under the national instructions, this exceptional address is for a person without shelter who habitually lives in the municipality and is known to public social services.

    Social services must report that habitual residence, choose the address recorded in the padrón and try to pass on official communications. You do not choose a fictitious address yourself.

  4. Use your municipality's official procedure and keep proof

    Forms, appointment rules and the way social services issue a residence report vary by municipality. Use your ayuntamiento's official padrón page, submit the route it names and keep the stamped application or electronic receipt plus every request for more documents.

    Madrid and Barcelona, for example, publish different local social-services procedures under the same national rule.

  5. If the council delays or refuses

    The national instructions give the council the general three-month period to investigate and notify a decision. If it refuses the registration, the decision must be reasoned and can be challenged through the normal administrative routes.

    The same instructions state that if no decision is notified within three months, positive administrative silence applies from the application date. Keep your filing receipt, and get qualified help before relying on silence in another procedure.

  6. After registration

    Request the volante or certificado you actually need and keep your contact route current so official communications can reach you. Non-EU/EEA/Swiss nationals without long-term residence must expressly renew their padrón registration every two years.

    Padrón records habitual residence; for a foreign national it does not prove legal residence in Spain or create immigration status.

Use the real situation, not the most convenient label

This page explains the national decision boundary. It is not one national application form: each municipality controls its own padrón channel and local evidence process.

Do not pay for, borrow or invent an address where you do not live. A false registration can damage later paperwork and the padrón must match habitual residence.

  • Open the official padrón page for the municipality where you normally live.
  • Choose the real-address, informal-housing or genuine no-address branch before collecting documents.
  • Keep the application receipt, social-services report, document request and written decision.

Padrón without a fixed address: common questions

Can I register on the padrón without a rental contract?
Yes, if you actually live at the address and the council can verify it. National instructions let councils accept other evidence or use checks such as a municipal inspection. Missing a lease is a proof issue; it does not automatically place you in the exceptional no-fixed-address route.
Does my landlord have to authorise my padrón registration?
Not in every situation. If other people are already registered at the address, the national instructions normally ask for written authorisation from an adult registered there who can show a right to occupy the home; that person is not necessarily the owner. If standard proof is unavailable, ask the council which official verification route applies instead of using a different address.
Can I register if I am homeless or live in informal housing?
Yes, but these are not identical cases. An unconventional place where you actually live can be recorded as the real address. If you have no usable address, public social services must confirm habitual residence in the municipality and designate an address where official communications can reasonably reach you.
Do I need legal residence in Spain to register?
Padrón registration and immigration status are separate. The padrón rules accept a current Spanish foreigner document or, when a non-EU foreign national does not have one, a current passport for identification. Registration does not prove legal residence or grant an immigration right.
What can I do if the council refuses or never answers?
A refusal must be issued as a reasoned decision. National instructions apply a three-month decision period and state that positive administrative silence operates if no decision is notified in that time. Preserve the filing receipt and seek qualified help before treating silence as proof in an immigration, benefits or healthcare procedure.
Does this padrón registration count for arraigo or another immigration procedure?
It records habitual residence in the municipality, but it is not immigration status and it does not automatically prove every period another procedure asks for. The authority handling that procedure decides which evidence and continuity it accepts, so check its current official information sheet.
